In the context of my posting, it is a BT site that authorizes, encourages, or induces users to upload or download copyright materials without a license from the appropriate rights holders. There is nothing wrong with the protocol itself. It is when it is used by sites to encourage, induce or authorize unlicensed copying or distribution.</description>
